THE ORGANISATION

The Residential Tenancies Board (RTB) is a public body that was established under the Residential Tenancies Act 2004 (as amended). Its role is to support and help develop a well-functioning rental housing sector in Ireland. Its remit extends to the private rental, Approved Housing Body (AHB) and Student Specific Accommodation sectors. The RTB’s role is to regulate the rental sector, maintain a national register of tenancies, resolve disputes between tenants and landlords, initiate an investigation into certain alleged breaches of rental law by landlords, and provide information and research to inform policy and to make landlords and tenants aware of their rights and responsibilities.

Having recently appointed its new Director, the RTB is now embarking on a period of significant change.  In order to support its change agenda, the RTB is seeking to appoint a highly motivated and experienced Deputy Director, Data Services, Technology and Digital Transformation (at Principal Officer level). This is a new, unique, and challenging role that blends strategic digital and IT functional responsibilities, calling for a wide range of IT expertise combined with consulting/advisory experience.

THE ROLE

Reporting to the RTB Director, the Deputy Director, Data Services, Technology and Digital Transformation is primarily responsible for the establishment and delivery of new strategic initiatives to accelerate, transform and optimise the RTB’s digital first agenda. As a member of the RTB Executive Leadership Team, the role will apply thought and execution leadership in the design, mobilisation, governance, change management and delivery of a  portfolio of sponsored strategic digital initiatives for the RTB. In addition, the role will be accountable for building, leading and directing a team of technology specialists, and delivering digital workplace services.


THE PERSON

You will possess a demonstrated ability to take initiative and lead complex digital transformation and organisational change projects in a similar role within a fast-paced technology, public sector or business environment.  You have a track record of spearheading new digital systems, managing end-to-end implementations, and optimising legacy technologies coupled with excellent stakeholder management and communication skills. You will possess a demonstrable track record of achievement and will possess strong programme, project and people management abilities together with developed digital transformation competencies.  You will possess appropriate academic and/or professional qualifications related to the principal role accountabilities.
