THE ORGANISATION:
The National Oil Reserves Agency (NORA) is a state-owned company responsible for ensuring that Ireland meets its obligations under EU Legislation and International Energy Agency (IEA) rules to maintain a minimum of 90 days stocks of oil for use in the event of a physical shortage of supplies. NORA is also responsible for administering Ireland’s Biofuels Obligation Scheme (BOS) and for assessing compliance with key elements of the Fuel Quality Directive (FQD).
Due to the impending retirement of the current incumbent, NORA is now seeking to recruit a new Chief Executive who will lead the Agency into the next stage of its development.
THE ROLE:
Reporting to the Board of Directors, the Chief Executive will be charged with the delivery of the Agency’s strategic objectives in accordance with established time and cost programmes. You will lead a dedicated team of professionals across such functions as day to day management of the Agency in the fulfilment of its remit, budgetary and commercial controls, employee deployment, policy and planning, as well as representing the Agency at Executive and Government level.
THE PERSON:
You will possess strong leadership qualities and well-developed communication skills to act as the public face of the agency. In addition, you will have in-depth knowledge of the operation of the domestic and international oil industry, together with the relevant legislation under which it is regulated. Your background will also include corporate governance and financial reporting to board level. The ability to manage in a commercial and partnership environment given the complexity of storage and service provider arrangements in both Ireland and overseas will be highly regarded.
